How to check a Virginia “online casino” claim

  1. Step 01

    Read § 58.1-4100 first

Confirm that “casino gaming” includes on-premises mobile casino gaming — play tied to physical presence on the establishment.

  2. Step 02

    Open Virginia Lottery casino pages

The Lottery licenses facility operators, suppliers, and service permits for casino establishments. Look for a premises-based licence, not a national .com seal.

  3. Step 03

Ask where the player must stand

If the product works from any Virginia ZIP code without a casino geofence, it is outside the on-premises mobile model described in the FAQ and regulations.

  4. Step 04

Use land inventory for floor facts

CasinoList’s Virginia catalog is Virginia Lottery-licensed land gaming — doors into brick-and-mortar cards, not online operators.

Virginia terms that prevent soft framing

Know before you sit

On-premises mobile casino gaming
Statutory term: casino games offered through a computer network to players who have an account and are physically present on the casino premises.
Casino gaming establishment
The licensed property address where lawful casino gaming is authorized — not the entire Commonwealth as a geo-fence.
Commercial iGaming (not Virginia)
Industry shorthand for statewide licensed internet casino games from home. Virginia’s casino chapter does not create that product.

Orientation from the Code of Virginia and Lottery materials. Personal risk needs counsel or the Lottery.

Watch outs

Common Virginia mistakes

  1. 01Hearing “mobile casino” and assuming statewide apps

In Virginia, mobile casino gaming is an on-premises product. The FAQ ties phone play to being at the establishment.

  2. 02Treating a failed or pending bill as a soft yes

Legislative chatter does not authorize remote casino games. Until a statute and Lottery licences say otherwise, home iGaming is not legal.

  3. 03Mixing sports betting licences with casino iGaming

Sports wagering is a separate Lottery program. It does not convert into online blackjack or slots from home.

  4. 04Using an offshore site because “Virginia has casinos”

Land casinos prove a floor licence exists. They do not prove a remote casino site is licensed for Virginia residents.

01Is online casino legal in Virginia?

Is online casino legal in Virginia?

Not as a statewide commercial online casino you play from home. Code of Virginia § 58.1-4100 defines casino gaming to include on-premises mobile casino gaming — play offered by a licensed casino operator to people physically present on the casino premises. That is not the same as licensed internet casino games delivered anywhere in the state. This page is orientation, not legal advice.

Can I play casino games on my phone in Virginia?

Virginia Lottery’s casino FAQ says that once a licensed casino establishment is open, patrons 21 and older may play casino games on a mobile device while on the premises. Regulations for on-premises mobile casino gaming require the operator to ensure only people physically on-site can wager. That is not permission for remote home play.

Does Virginia license online casinos like New Jersey?

No comparable commercial iGaming roster appears in Virginia’s casino-gaming chapter. The Lottery licenses facility operators for casino establishments and separately regulates sports betting. Do not equate those programs with a New Jersey-style authorized-sites list for internet casino games.

Are offshore online casinos legal in Virginia?

They hold no Virginia casino-gaming facility licence for remote play. The Lottery directs reports of illegal gambling to the Virginia State Police Gaming Tip Line. CasinoList does not catalog or link offshore casino sites.

02Land casinos in Virginia

Does Virginia have land-based casinos?

Yes. The Virginia Lottery licenses casino gaming establishments, and CasinoList catalogs those commercial land properties from Lottery and operator-published inventories. Those cards are brick-and-mortar facts — not links to online casino apps.

Does CasinoList list online casinos for Virginia?

No. We publish land floors and legality explainers only. We do not rank, recommend, or link online casino operators. Use the Where block for Virginia land inventory.
