Restricted vs nonrestricted (Nevada)
Two NGCB licence worlds — glanceable plaque before you confuse a tavern slots floor with a full casino.
Answer first
90s| Class | Rough idea | What you usually see |
|---|---|---|
| Nonrestricted | Broader gaming licence | Full casinos, larger game mixes |
| Restricted | Limited gaming licence | Often slots-focused / smaller footprints |
| Our Vegas pilot | Nonrestricted inventory focus | Catalog rows from NGCB nonrestricted lists |
| Not a quality score | Licence class ≠ “better tip” | Read counts, games, hours separately |
| Confirm on NGCB | Official lists change | Regulator pages beat folklore |

Floor mix still varies by property
Licence class is a legal category. It does not replace reading the live floor — tables, slots, hours, and ID rules still sit on the property.

Words we use carefully
Nonrestricted
Nevada gaming licence category associated with broader casino operations. Our Las Vegas catalog pilot builds from official nonrestricted location reporting.
Restricted
Nevada gaming licence category for more limited gaming operations (often slots-forward footprints). Not the same product as a full resort casino.
NGCB
Nevada Gaming Control Board — the regulator publishing licences, counts, and enforcement context we cite.
Location / licence line
Official inventory is tied to licensed locations. Marketing names on the Strip are not a substitute for the regulator row.
White Gambling
Our product lens: legal, checkable gambling with official sources — not grey funnels or invented “best casino” folklore.

How we classify the venue in product (tables, slots-only, race/sports desk, …).
Tip: Category ≠ licence slogan on a billboard.
ngcbCounts
NGCB counts
Official table/slot counts when we have them from Count reports.

If a page does not claim a restricted row, do not assume we secretly ranked taverns as Strip resorts. Read the listing type.

How to use this glossary
Tip 01
Read the licence lane
Know whether you are talking about a full nonrestricted casino footprint or a limited restricted operation.
Tip 02
Open our methodology
See what CasinoList includes in the Vegas pilot and what we refuse to invent.
Tip 03
Verify on NGCB when it matters
For legal status questions, the regulator list beats a tip thread.
Watch outs
Common mistakes
01“Restricted means illegal”
Restricted is a licence class, not a synonym for underground gambling. Illegal operations are outside White Gambling entirely.
02Treating licence class as a tip rating
Nonrestricted is not automatically “better for beginners.” Use game mix, minimums, and area guides.
03Confusing tribal / other-state rules
This page is Nevada NGCB vocabulary for our pilot. Other jurisdictions use different stacks. Nevada restricted/nonrestricted is a commercial NGCB split, not the tribal/commercial split — /en/guides/tribal-vs-commercial-casinos/.
04Expecting every bar with machines to be in our ranking
Inclusion follows our published methodology and data coverage — not every licensed machine location is a ranked resort card.

After the 90 seconds
Questions before and after you play
A 90-second guide cannot cover every table moment. Tap a group, then a question — answers are short paragraphs, not one-liners.
01Licence basics
Is a restricted licence the same as an illegal casino?
No. Restricted and nonrestricted are Nevada licence categories under the Gaming Control Board. Illegal or unlicensed gambling is a different problem and is not what CasinoList catalogs.
Why does CasinoList talk about nonrestricted locations?
Our Las Vegas pilot inventory is built from official nonrestricted reporting and related NGCB data we can verify. That keeps the catalog tied to checkable regulator rows instead of scraped marketing lists.
02Using the site
Does nonrestricted mean better odds?
No. Licence class is not a house-edge chart. For play choices, use game rules guides, table minimums on the felt, and official counts — not the licence adjective alone.
Where do I confirm a location’s licence status?
Start with Nevada Gaming Control Board publications and lists. Our pages cite sources with accessed dates; when in doubt, the regulator wins over memory.
03Where to browse
Where should a first-timer go after this glossary?
