Tribal governments own the gaming. A brand can be tribally owned (Seminole → Hard Rock, 2007) and still operate a state-licensed commercial casino (Hard Rock Atlantic City).

- Tribal government
- The nation named on the official page. The Seminole Tribe of Florida acquired the Hard Rock brand. The Mohegan Tribe of Indians of Connecticut established the gaming authority. The Mashantucket Pequot Tribal Nation owns Foxwoods’ land.
- Instrumentality
- The Mohegan Fiscal 2025 report says the Authority “was established in July 1995 by the Mohegan Tribe of Indians of Connecticut” and is “a separate instrumentality of the Mohegan Tribe,” “a governmental entity as defined by GASB.”
- Brand vs building
- A tribally owned brand can sit on a state commercial licence. Hard Rock the brand is Seminole-owned since 2007. Hard Rock Atlantic City is a New Jersey casino hotel, not a tribal casino on reservation land.
- Commercial licence
- NJ CCC lists HR Atlantic City, LLC (manager), parent Seminole HR Holdings, LLC, and Boardwalk 1000, LLC (owner/operator), parent Hard Rock Tristate AC, LLC. CasinoList already lists that hotel with the other commercial Atlantic City hotels.
- Sovereign land
- The Foxwoods fact sheet says the resort resides on sovereign land owned by the Mashantucket Pequot Tribal Nation, and that the tribe owns and operates the resort. Floor size is left out of this ownership check.
- Two US facilities
- The report says the Authority currently owns two facilities in the United States — Mohegan Sun in Uncasville and Mohegan Pennsylvania in Wilkes-Barre — and manages two facilities in Canada. Owned, managed, and on the reservation are different lines.

July 1995 authority
Mohegan Tribal Gaming Authority was established in July 1995 by the Mohegan Tribe of Indians of Connecticut. The report calls it a separate instrumentality of the Tribe.
Sovereign-land owner
Foxwoods resides on sovereign land owned by the Mashantucket Pequot Tribal Nation. The fact sheet says the tribe owns and operates the resort.
State commercial licence
Hard Rock Atlantic City’s manager parent is Seminole HR Holdings, LLC. NJ CCC lists it as a casino hotel, not a tribal casino on reservation land.

Step 01
Name the tribal government
Start from the official page that names the nation: Seminole Tribe of Florida, Mohegan Tribe of Indians of Connecticut, or Mashantucket Pequot Tribal Nation.
Step 02
Name the holder
If the page names an instrumentality, use that name. The Mohegan report names the Tribal Gaming Authority. If the nation itself is the owner, do not invent a holding company.
Step 03
Separate land from the brand
Sovereign land (Foxwoods) and a reservation lease (Mohegan Sun) are tribal-land facts. A brand the tribe bought can still appear on a state-licensed building.

Is Hard Rock Atlantic City an Indian casino?

Who operates Mohegan Sun?

It places Mohegan Sun on the Tribe’s reservation in Uncasville and says the Authority leases that land from the Tribe.
