Sweepstakes posture — AB 831
Assembly Bill 831, chaptered Oct 11, 2025 and effective Jan 1, 2026, adds Penal Code §337o. It makes it unlawful to operate, conduct, or offer an “online sweepstakes game” that uses a dual-currency system tied to cash or cash-equivalent prizes.
The statute also reaches entities that knowingly and willfully support such games. Ordinary retail promotions incidental to real product sales are carved out; casino-style dual-currency products are not a licensed substitute for iGaming.

Words that keep the California story honest
Know before you sit
- Commercial iGaming
- State-licensed internet casino games with a public operator list. California has none. Seven other states do — see the US online-legality guide.
- Cardroom licence
- A land gambling-establishment permit under the Gambling Control Act. It covers the building and approved games — not a remote casino app.
- Online sweepstakes game
- AB 831’s defined dual-currency contest that simulates gambling for cash or cash equivalents. Operating one in California is a misdemeanor under §337o.
- Not legal advice
- Orientation from Commission pages and the statute text. Personal risk, tribal compact details, and new bills need the official text or counsel.

How to verify any California online-casino claim
Step 01
Open the Commission, not the ad
Read the CGCC gaming / licensee pages. The Commission states it does not issue online-casino licences.
Step 02
Separate land from internet
A licensed cardroom or tribal floor is a different legal track from any .com casino product.
Step 03
Check sweepstakes by statute
Dual-currency online sweepstakes games fall under Penal Code §337o after AB 831 — not under a gaming board licence list.
Step 04
Ignore forged seals
CGCC has warned about forged Commission certificates on unlicensed online casinos. A badge on a homepage is not a licence.
Watch outs
Common California mistakes
01Treating a cardroom as an online permit
Floor licences do not authorize remote slots or table games. Online remains unlicensed for commercial casino play.
02Calling sweepstakes “almost legal”
AB 831 names the dual-currency model and makes operating it unlawful. Framing it as a soft grey market is wrong.
03Using another state’s list
A site licensed in New Jersey or Michigan is not licensed for California players. Licences do not travel.

01California online casino status
Is online casino legal in California?
No. California has no commercial online-casino (iGaming) licence programme. The California Gambling Control Commission states that online gambling is illegal under California law and that it has never issued — and is not authorized to issue — licences to online casinos. Checked against Commission pages on Oct 12, 2026.
Are there legal online casinos for California players?
There is no California regulator list of authorized internet casino operators. Sites that claim a California Commission licence for online play contradict the Commission’s own advisory. Do not treat an ad ranking or a foreign seal as a California permit.
Is gambling legal in California at all?
Some lanes are legal: licensed cardrooms under the Gambling Control Act, the California State Lottery, tribal casino floors under tribal-state compacts, and certain horse-race wagering under racing rules. None of those lanes is a commercial online-casino licence. CasinoList does not yet catalog California cardrooms.
02Sweepstakes and sports
Are sweepstakes casinos legal in California?
Operating a dual-currency online sweepstakes game is unlawful under Penal Code §337o after Assembly Bill 831, effective Jan 1, 2026. The statute defines the product and also reaches knowing support. Read the chaptered bill text; this page does not list or link any sweepstakes operators.
Is sports betting legal online in California?
California does not run a regulated commercial sportsbook market the way Arizona or Colorado do. The Commission’s complaints page directs sports-betting and daily-fantasy issues away from a California online-casino licence path. Horse-race account wagering follows racing rules and is not online casino gaming.
Is this page legal advice?
No. It summarizes public Commission advisories and chaptered statute text as of the review date. Laws change. For your own situation, read the official pages, contact the Bureau of Gambling Control, or ask qualified counsel.
