Words that keep the North Carolina answer honest
Know before you sit
- Interactive sports wagering
- Sports bets via an interactive account or approved public accommodation under Chapter 18C, Article 9, with a Commission licence.
- Online casino / iGaming
- Remote casino-style games. North Carolina’s Commission pages describe sports (and future pari-mutuel) regulation — not a commercial online-casino roster.
- North Carolina State Lottery Commission
- State gaming regulator for the lottery and, under Articles 9 and 10, sports wagering and pari-mutuel frameworks (ncgaming.gov).
- Geofencing
- G.S. 18C-902 requires approved geofencing so sports wagers are initiated and received while the player is physically in the state.
- Not legal advice
- Orientation from Commission pages and the General Statutes. Tribal Class III questions are outside this short guide.

How to check a “legal in North Carolina” casino claim
Step 01
Open ncgaming.gov, not the ad
See what product the Commission actually licenses — today that online product is sports wagering.
Step 02
Read Article 9’s scope
G.S. 18C-902 and 18C-904 authorize and licence sports wagering, not casino iGaming.
Step 03
Demand an online-casino roster
If the Commission publishes no authorized online-casino list, the commercial iGaming claim fails.
Step 04
Keep tribal land questions separate
Class III compact activity is a different legal lane. This page does not map tribal casinos or shopping links.

Common North Carolina online-casino mistakes
01Treating sports legalization as casino legalization
Session Law 2023-42 added sports and pari-mutuel articles. It did not create a commercial online-casino market.
02Counting licensed sportsbooks as “legal online casinos”
Those licences are for sports wagers on approved events. Casino-style games need their own authorization — which NC does not publish.
03Assuming a .com geo-blocks correctly means licensed
The Commission still requires its own sports licence. Casino sites have no parallel NC iGaming licence to show.
04Using another state’s casino list in North Carolina
NJ, PA, or MI authorization does not travel. Check North Carolina’s regulator for North Carolina play.

01North Carolina online casino status
Is online casino legal in North Carolina?
No commercial state-licensed online casino (iGaming) program appears on the North Carolina State Lottery Commission’s gaming pages. The Commission licenses interactive sports wagering under Chapter 18C, Article 9. That is sports betting — not online slots or table games. CasinoList does not list online casino brands for North Carolina.
Is online sports betting legal in North Carolina?
Yes, for people who are at least 21, physically located inside the state, and wagering with a Commission-licensed interactive sports wagering operator. The Commission’s About page states wagering outside those licensed channels is illegal. This guide does not name or link those operators.
Does a North Carolina sports licence allow online blackjack or slots?
No. G.S. 18C-904 licenses interactive sports wagering operators to offer and accept sports wagers on sporting events. It does not authorize a general online-casino product. If a site offers casino-style games, look for a separate North Carolina iGaming statute and roster — which this review did not find.
Is horse-race wagering online legal in North Carolina yet?
The Commission’s About page states that at this time pari-mutuel wagering on horse racing is not yet authorized. Do not treat a sports licence or an out-of-state ADW brand as a North Carolina online-casino or race-wagering permit without the Commission’s own authorization.
02Unlicensed offers
Are offshore online casinos legal in North Carolina?
They hold no North Carolina commercial online-casino licence. For sports, the Commission already says activity outside licensed channels is illegal and unsafe. Casino-style .com sites are further outside the Article 9 sports framework. This page is not legal advice about personal criminal exposure.
Where should I verify a North Carolina gaming claim?
Start at ncgaming.gov and the General Statutes links the Commission publishes for sports wagering law. Do not rely on affiliate “legal online casinos in NC” listicles. CasinoList publishes this orientation guide and does not provide operator exits.
